I would imagine it's a little too late for any national agenda. I think we all knew that with the "winners and losers" scenario quoted in 2010 there wasn't any chance that we would have a cohesive national programme for making RM adhere to the agreement. The union handling of the agreement has been absolutely ridiculous, there has been next to no policing of the application of the agreement and years later are still discussing the "niceties" whilst accepting any and all things RM deign to say.
