2nd Class Stamps on Packet
My packet weighs 1.3KG , so has to be sent First Class . It costs £6.50 , could I make up this amount in 2nd Class stamps ( 13 x 2nd class stamps ) ?

Yes. 
Not essential, but you could write "First Class Packet £6.50" next to the stamps.
