Of course he said that, any manager would but it does not mean that the agreement on lapsing does not apply just because he said so - Managers instructions are not the words of God and they can be questioned.
What everyone should understand is that your manager left out the bit he did not want to mention, and that you as a rep should advise your members -----" if time within your working hours permits." If they have time to lapse then they should lapse, if they don't then don't. I have never been forced to lapse ever, if I can justify my estimation that it would take me over my duty time.

Of course they are no-one wants to take on more work, its human nature from the Postie out in all weathers to the Manager updating his facebook status, but if the anger is aimed at the "regular sickie" then thats wrong it should be aimed at management. Why because either management are failing in their duties by not tackling a regular "sickie" who goes sick on a regular basis without due course, or the "sickie" has a genuine case and quite rightly the other posties won't be told the reasons.
Therefore everyone should treat all sickness as genuine and leave management to manage it as they are the only ones in full possession of the facts of each case. Anyone who listens to rumours, half truths and back biting about "sickies" either needs to get a life, or perhaps look on their own records from the viewpoint of a third person, they may surprise themselves.
