You cannot 'adapt' a park and loop delivery, or do your own thing within the loops. You could technically be conducted for it, moreso if you end up claiming. Just be careful out there.
If you have three bags of mail for one trolley something is seriously wrong. The loop is too large or your packets are too big. How often does it happen? Does this include multiple small packets for a single address? If the answer is no and the packets are walking size, the loop is f****d.
Make the planners earn their money, don't do the planners work for them. They were the ones supping free coffee and scratching their balls whilst we were all out there getting the job done well enough the old way. Why on earth would people be willing to show RM how to make a s**t system sorta work? Why go over and prove it can be done? If everyone stopped adapting and bending over backwards trying to make these stupid delivery fads work we would probably be back to bikes soon.
Ok, as for your other question. Our park and loops are planned so the walker does two bursts and a driver does one burst with a 'packet burst' to do. This only usually happens once, at a certain place on the delivery. No walker should take any large packets. If your bag is stuffed with large packets then there's your problem right there.

no time whatsoever has been included by the planners for this, this would cause a cut off and Royal Mail managers would blame your revised bursts. Dead walking aplenty. I'll hazard a guess and say you were being sarcastic and forgot the smiley.
