Help - deciphering franking!

Hi,

Is there anyway of determining from these frankings if this letter has been sent to me first or second class?

2nd class,that's why Wandsworth has the lowest council tax in the UK.
I Wrote-During Covid-Which is still relevant now
It's good to get these types of threads, the ridiculous my manager said bollox, so we can reassure ourselves that while the world is falling apart, Royal Mail managers are still being the low-life C***S they have always been.

I take it that is not a serious answer?!?

The reasons they have the lowest council tax in the country is because they are so aggressive with issuing parking tickets.

However, they are legally obliged to issue notices by first class mail...

As postman said it was second class, just one point to add, all the date tells you was when the company who was sending it put it through their franking machine, not the actual date royal mail received it
