Because the rep should have some idea what is going on amongst the staff as well.

In an office of 220 posties and only one Rep, do you seriously believe that on top of all the usual crap that needs to dealt with, that the Rep should be baby sitting members? The blokes working round him didn't even know there was a problem, he didn't complain to management, there was no indication of a problem.
Theres absoluletly no excuse for dumping mail.
If you cant deliver it cut off,
bring it back, complain to your manager and Rep about the workload, but if you dump it without saying a work, you deserve the sack!

I think the point Clash is making is that if a rep is approachable and makes it known that he/she is there to help if members have a problem...then this is less likely to happen.
No-one is asking reps to babysit members but it is a fact unfortunately that in some offices reps are almost invisible....especially to new starts.

That may be the case in your office and possibly others, but the fact is that most Reps are available and approachable, and the individual concerned had'nt told anyone he was having problems. There is no excuse for dumping mail, next thing you know they will be blamed for not spotting a theiving twat with mony problems.
I really cant see the conection between a twat of a bloke that dumps or steals mail and a bloke who's the CWU Rep.

You say - bring it back - yet that could lead to a charge of wilful delay.
The point I was trying to make as Fishtank so correctly pointed out, is the rep should not be invisible, but should be approachable so this type of event can be avoided. Normally there are warning signs.

Clash is absolutely right on this one, hadn't even heard of cutting off until I stumbled across these forums. In the couple of times I've needed to speak to our rep, he's been off on the sick, or too busy. Luckily we see the area rep on a regular basis. Things aren't explained properly to posties starting in the job. They are made to believe it's their own fault if they don't finish on time, therefore have to work on to complete. I'm not saying this is the case in question, but if managers and reps were more approachable then maybe less of this would happen.

Well I think it is a difficult subject. Especially for those who are outspoken and cannot possibly see how, if things are going wrong, unsatisfactory or threatening an individual would not bring it to the attention of whoever was in charge and without delay.
I would liken it to going to a restaurant for a meal, you sit down, service is slow or the meal is simply not acceptable in the first instance you may accept it but not leave a gratuity in the second instance you would call over the waiter and quite simply complain..........no one would surely eat something that was unpalatable.

If he stopped using the coffee machines or works canteen and had later been caught stealing money from birthday cards because of financial difficulties, would you blame his mates, the Rep or the manager for failing to notice?
If it was your mail (bank statements, credit cards, passports) that ended up in a bin or in the hands of some identity thief, would you still be as understanding?
Dumping mail is wrong, everyone knows it, they don't need a Rep to tell them that.

Dumping mail is wrong but usually there is a reason for it. And laziness isn't usually it.
It might not be a bad idea for all of those with a duty of care towards their members/staff to actually ask themselves - what could I have done to help avoid this?
If the answer is "nothing" then fine.
But the fact remains this individual didn't feel he could approach anybody.
And there is a world of difference between having the cutting off procedure explained to you and actually having to do it. Especially the first time.
I know posties with 10/20 years experience who don't cut off because they don't want the hassle that goes with it.

How do you know the individual didn't feel he could approach anybody? Your basing the debate on assumptions without knowing the facts, and then trying to justify it by saying somebody should be babysitting members. I'm not sure what you want Reps to do with posties that don't want the hassle of cutting off. In our office we will argue and fight for individuals that have difficulty standing up for themselves, we will support them regardless, but at the end of the day the final word needs to come from them. Reps should not be held accountable for the actions of their members.
One thing I do agree with in your statement, is that there is very little duty of care within Royal Mail. Most managers I've met are self-serving, sniveling pratts that have no interest in anyone's welfare, the sad fact is, that there's also quite a few Union members that are the same.
