Report to Divisional Reps on Batch Revision process DG/KA

At a recent meeting of CWU Unit reps in KA/DG we received reports from Units where batch revisions have been deployed under the agreed revision process. While some aspects have gone according to plan reports included some alarming details over the provision of delivery methods which are not fit for purpose, namely,


1. The provision of smaller HCT's which cannot carry sufficient mail for the duty span. We are advised that the larger HCT's are not available. This has resulted in duty spans taking longer then planned for and that replenishment duties have had to be put in. Duty holders are reporting that although this is barely manageable with existing traffic levels, this will not be the case during Xmas pressure. Reps are reporting that duty spans of between 4hrs and 4.30 will mean that staff will be reluctant or unable to extend during the pressure weeks.

2. The car derived vans provided have insufficient cargo space to deal with loops designed for longer delivery spans. The Vauxhall Combo vans are more suitable.

3. The golf trolley is proving to be highly unstable when loaded with sufficient mail for the designed loop size. This is caused by loaded mail slipping to one end, this prevents the trolley from being parked while delivering.


It is understood that these issues will be addressed during the 6 week Post Implementation Review, however these issues are, of course, becoming common knowledge within units in line for deployment, causing some resistance to change in units yet to deploy.


By far the biggest issue raised is the proposal to deploy units in week 35, 3 weeks before the Xmas pressure period. This will mean that the Post Implementation Review will run through the entire Xmas pressure period when grossly inflated traffic numbers, in variance with the low traffic figures on which the revision is planned under the reference week, will not allow for any meaningful review of the revision as allowed for under the National Agreement. Reps are not confident that issues identified in the PIR will be addressed under Xmas pressure conditions.


Local reps are extremely concerned that this will jeopardise the successful deployment of the revisions, will put mails integrity at risk and will result in mail failures on a daily basis over the Xmas period. As previously stated, most units have agreed an increase in delivery spans to 4.30 hrs in order to maximise Full Time working. Members are advising reps of a reluctance to extend over this timespan. This will be a source of conflict in many units.


Although these issues have been raised with local management there seems to be a reluctance to take heed due to pressure being exerted from Director level and above. Being amongst the first units to deploy in the spirit of the National Agreement I am extremely concerned that this goes against the spirit of joint revision planning as described by the national agreement and is putting undue pressure on local unit reps from management and members.


I would be grateful for your advice and support in persuading RM to delay any further deployments until 2011, to allow us to rectify these issues locally. This would assist further deployment in the bigger units of Kilmarnock, and Ayr.

ka mgmt bullies have got no chance of revisions going through were sticking to 3 1/2 duty spans f**k their promises of full time work.we will take our chance on that cos there,s not enough hrs in ka offices now. we dont care about p/t they were the majority of 12 who worked through strikes we dont forget and cdvs duty spans meals toilets will need to be planned into EVERY duty before implementation.rm ex action bring it on break national agreement at your peril .oh. and by the way ayrshire mngmt emailed to work in dundee tomorrow if they wish as i suspect the whole of scotland was.

Yes, it is one of those words that RM management use that the union fall for every time, like so many others such as, inclusion, new, understanding, penniless,
cooperation - there are so many.....................deal of the century.................no sorry that came direct.

Interestingly,our P&M 12 week review did not happen despite my protests to the rep because the rep's duty was ok and he didn't give a f**k about the other duties.
I done the original revision with him and told him what needed to be sorted.

In the end i gave up,it's no good just me shouting about it and others keeping quiet.Well quiet unless they were whining to me about it but not wanting to move it forward themselves.

I don't think we have ever had any problems fixed at a PIR.
Aparently it will be diffrent this time.

Been told today no revisions introduced before Xmas period - Is it due to report to Divisional reps - Doubt it.

Is it due to mess in Dundee East and the existing revisions that are not working in KA = Most likely.

Rumour has it that Area Delivery Rep told DSM today if existing revisions not fixed during and before end of 6 week Post Implementation Review to duty holders satisfaction he is going back to his duty and taking no further part in future revisions which are destined to fail.

Existing revisions are only working with excessive overtime to complete outdoor - loop spans too big - duties not doable in the timespan.

After the horse has bolted RM only now believe the CWU may have a point in the planner spending meaningful time speaking to the duty holder to ensure delivery points properly sequenced, and frame plan correct, loops achievable and delivery span doable with the golf trolley which slows the speed. RM confusion over arse n elbow only too evident to date.

Real and present danger that the Unions credibility is at stake if revisions are forced in under any other conditions.
