Correct me if I am wrong, but did'nt the "interim"agreement say something about having an independant enquiry into managers bullying staff? Obviously got forgotten in the negotiations!!

Why not get ACAS ( as RM & CWU were happy for them to be the neutral mediator during talks ) to review all grievences over, say, the last 5 years where no further action was taken / mgr given a slap on the wrist ( in all cases, ACAS could start by asking the employee and / or the rep that put the grievence in - if they are happy with the action taken, then it goes no further ) and if ACAS recommened further action, then it MUST be taken - although, IIRC, you can't legally reduce someone's basic wage, so sadly it'd be a waste of time regrading them as OPGs....but give them a blue shirt & a pouch, call them PHGs and remove them from the bonus scheme.

Some might counter with arguements about cost ( ACAS won't do it for nowt ), but IF RM is serious about "building trust between RM, CWU & employees", this would be a clear show of commitment.

It's good to get these types of threads, the ridiculous my manager said bollox, so we can reassure ourselves that while the world is falling apart, Royal Mail managers are still being the low-life C***S they have always been.
