That was exactly my point. They are specialist jobs, when it suits. But not when it doesn't. Andy may not be aware as he works at an MC I think, that most DOs still use the terms OPG, PHG and AGs just for ease and less confusion.

in theory the PDA's should phase out 'confirmation by default'
unfortunatly until both walk and foot posties use them its here for a while
they are yet get a workable pda suitable for walk postmen with a long enough battery life

Royal mail faking delivery times?
Most likely you are toward the end of the posties round and normally we can say pretty accurately when we will finishing. When handed the special from the secure PHG he/she will be able to make an accurate assesment if the item will be done before 1300 hrs or not. Most likely the postie will have dragged someone from a burning house , helped someone collapsing in the street, saying hello and chatting for 5 mins to someone isolated in the community due to age, race or disability. He/she may also wait 5 minutes for someone to find keys and open their front door to recieve said parcel or letter.
Quite rightly you are unhappy this item was delayed by 20 mins and that an administrative decision was taken at 11.30 to show item delivered as per conversation with postie prior to delivery. Unlike delivery of goods which can't get the day right, unlike the prompt response of a helpline that never cuts you off during a difficult conversation we sometimes fall a little short.

I think "sometimes fall a little short" is an understatement. The true figures will never be known under the current procedures. Special Delivery is RM`s Rolls Royce service which customers pay a lot of money for the guaranteed delivery time.
