It was trialed a few years ago in Bow(E3), absolute chaos, RM ended up putting hundreds of hours into the office, the way it works is that a van pulls up and the posties get out do there bit return to the van and on to the next drop off point, the problem for RM is that everybody is only as fast as the slowest postie, I don't think it's a bad way to do the job, because it takes away the pressure of using private cars, waiting for bag drops and as we all know you are expected to work your payed hours, if that means waiting in the van for the last postie to return, well it's not your problem

As you said starburst came in during the TDS trials prior to the SDD agreement. Intially it was chaos at Bow but now starburst is well thought off within that office and camberwell where it was also used.
The operation allows four people to work from the van and deliver in short bursts therefore taking the weight off the shoulder. It is also safer as prior to starburst a number of opgs were being attacked and robbed. With starburst you are working in groups.
The other benifit is that no one starts early, work their breaks or drive their own cars.
You shouldt knock starburst unless you know the facts. Whether its starburst or shared vans or another option the time is coming when the 3.5 hour spec will change and the reality is a longer spec will have to mean an end to weight on the shoulder.
There already four trials going on in the country trialling more than 3.5 hours with some areas in scotland already introudcing longer spans
