We are due to go live very soon and what you said doesn't surprise me. We have singletons who are determined to clear their own frames so they don't get hit with double mail the following day and yet still manage to finish before their time. But asking managers to actually manage this on an ad-hoc basis is a bit like asking a fish to ride a bicycle. Paired walks have been the pressure point ever since the imposed revisions in our office.
Truthfully, the better long term solution is to rebalance the duties so that singletons are fully utilised and for shared van duties to be smaller to reflect the inefficiencies of van sharing and working in pods.
Common sense obviously but they aren't easy or popular decisions for management to make and so they will likely try and tinker around the edges instead. Perhaps a loop or a few packets off a paired walk here or there, and that's before the arguments start because the singletons really don't want to leave anything off their frame to do someone else's. And as for paired walks that are allowed to clear on overtime - how long will that last? Management might be more than happy to give those staff extra hours at Xmas, but what happens for the other 11 months of the year?
edit: If staff are having to do extra overtime hours to make DM26 to make it work. That really wasn't the idea of USO reform.
On the face of it, shareholder value is the dumbest idea in the world.

Exactly this postslippete. The manager is basically letting the old timers on 50/50's do what they want as long as the lapsed duty clears and they aren't back early. Then the pods are constantly taking out stuff they know they won't have time to do to clear the office. (Although granted they are not failing much) A bundle or two. We have spare staff one day a week so they take out any mail brought back by the pods to clear.

We never got near to completing the old way of working on most rounds, mainly due to lack of staff. Now it is "nearly" clearing every day. The 50/50 rounds are completing comfortably even with extra work and taking out the mail on the light side of the round. Which is supposed to stay in the frame.

The singletons must be enjoying DM26 at your DO as they are probably delivering less than 75% of the mail they used to deliver but seemingly none of the mail/packets on the town duties they are now supposed to be delivering! That's because you can't see the other half of the workload sequestered in the MC. We'd be clear right now without DM26 if half the letters were anywhere but in the office overnight (a problem once solved by delivering them).
