What would the result be if say an entire office decided we are working to time ?
Yes its only stamps, its more about the disrespect being openly shown by a management team who want us to bust are balls for the next 7 weeks while laughing at us
They can’t do nothing
Most people in ours aren’t working over
That could be construed by RM to be unofficial industrial action.
Unofficial industrial action because people are working to their time? WTF planet are you on?
Any deviation from normal practice, even if normal practice is at odds with what should happen in the first place (ie doing the job properly), is legally construed as industrial action. It's been discussed here many many times and I've written this explanation at least once before.
Not true in this instance
If someone regularly works over their time and suddenly decides they no longer want to do it that does not fall into that scope you speak of
Otherwise what your saying is that employee is now forced to work over their time forever
If you tolerate this, then your paid break will be next

If one person decides to stop working over their time it isn't industrial action.
If the majority of an office decide to stop working over their time one day then it might be construed as unofficial industrial action.
The societies of consumption and squandering of material resources are incompatible with the idea of economic growth and a clean planet.

One person at the gate isn't industrial action, nor is one person withdrawing from regular overtime. The original question was about a whole office deciding to do so which would be (1) ipso facto organised and (2) collective. Most certainly it's unofficial when conducted outside the cover of the CWU.
We've had a walkout that the CWU has disowned and subsequently all been handed printouts by management informing us that we were conducting unofficial industrial action. In this case the situation didn't escalate due to extenuating circumstances and work resuming the following day.
