Seems to to work out well. There’s nothing more annoying than getting into a non electric van and you see the yellow fuel light on, simply because some asshole can’t be bothered to refuel.

We don't have any electric vans so I don't know what the charger situation is but if there's one available for every van I think what I've said above should be enforced.

To some degree, yes. But there's also the cost and presumably the capacity of the electric supply.
As not all vans need charging everyday it shouldn't be a problem. In practice the batteries lose charge quicker over time and in the winter, and sometimes chargers play up, etc.

Wilful delay - Is that such a thing anymore?? Last week, some of our duties had 3 days worth of mail to deliver and we are not even a trial office. Everything has kicked into overdrive now that Ofcom have given RM the green light to run deliveries down. Having recruited over a dozen staff we are now back to cost cutting again. 
On the face of it, shareholder value is the dumbest idea in the world.
