Special Delivery Letter to a flat not signed for by addressee

When I purchased RMSD for two letters I was assured by the counter staff that they could only be signed for by the addressee even if they are both in a small block of flats. Is this true?
If the person delivering rang the bell for each of the relevant flats and got no answer should they have left a card for each of them?
If the person delivering found a workman in the hallway of the flats and that person signed for both letters is that standard Royal Mail procedure?
My problem is that I do not now have evidence that these two letters have been received by the addressees.

They do not need to be signed for by the addressee.
They need to be signed for at the address.
If there was no answer at the address then a card should have been left.
A random person in the hallway is not the correct procedure.

Thanks - that helps - so it is address not addressee that matters, and in this case an address is the individual flat, not the hallway of the block.
