How and when to complain about something

This is in the right place I hope, as i'm a customer in this sense.

I'm having a bit of a problem in deciding whether my complaint is valid or only because i'm irritated right now it just looks that way.

Here's the deal - the posties have always been really good - recently all the routes were shuffled and the two regular fellas with legs like steel cables are gone.

Then I started noticing something I hadn't seen since I lived down south which is large rubber bands everywhere on the street - I made a ball of them and will keep collecting - i'm only doing my bit of the road and there's usually 3-4 on the street.
Other people have mentioned them too and it took a while to realise it's the new postie - he just tosses them on the deck, even tho there's a bin in both ways (2 up the hill) within 20 meters.

The next thing is why i'm miffed today - another 1pm deadline missed. Didn't have the parcel this time, so I'm guessing it wasn't in the bag this morning - not really his fault I guess... but - I was waiting outside from 1pm to 20 mins ago (10 to 3), and the fella is knocking on my neighbour's doors. Old fella comes to teh door and engages in conversation - 3 minutes. Then the next door, explains to them he has a parcel but its in his van, he will go get it - comes back- gives it to them, chats a moment, 8 minutes, looks at me and walks off - I explain I am expecting a letter by 1pm, he just says nope and slowly ambles off up the hill dropping a large rubber band from the next stack of letters.

I feel a bit weird because I'm annoyed that the letter wasn't here (again) by 1pm, but that might be due to other things.
But it explains why it's been late 3x in a row because the guy is moving at a snail's pace - I don't think he really understood what ppl were saying to him, and this is why he stands there, being polite. Idk what his accent is but where he's from isn't the problem - it's the lack of drive to get him moving faster than me when I am walking up the hill and the politeness is normal but if it's a comprehension issue then he need to be more assertive and push the conversation aside for the job at hand.

I used to use the day as a workout - I love powering around the place in shorts, and I wanted to be done by 2pm so I could get back to bed - so I only would only linger to chat with attractive females, which my neighbours are not. You don't get many 1st gen immigrants of around 30-40 who aren't married and working for family, so I don't think he's into crusty old deaf men.

Ultimately, I am not sure I want to complain because he probably could do without the hassle - but dropping the rubber bands means I have to chase him up for a £125 spot fine - if it's near one of the town's planters, then I'm the one who has to get the dosh off him for littering - especially when there's a bin right there, right there and right there. Plus his pocket.

He can work on the fitness as tbh he looks like a bit like a potato on chips, which probably explains why he is slow (he's been at it maybe 2-3 weeks I think, but I heard him say he's not new) and perhaps english being a 2nd language and the fact he appears more respectful of older ppl than me (i'm only 40s) who is around his age - I think that his politeness will erode in favour of disinterested efficiency when it's freezing and raining.

When I was with RM I used to get done a little early and they offered me either to go home early (paid til half one regardless, sometimes could finish before 11am), so it was money for free imo - it was like a bonus. It was that or bank the hours or something.

I suppose this is enough to vent about it, so i'll probably post this and then remove it when i've gotten over it.

Let it go Pete, most of it appears to be his attitude which is really up to his manager to sort out.

Why do you personally have to chase him up about a £125 littering fine? Put a complaint about it into RM if you wish.

Is the 1pm letter you're referring to a Special Delivery? If so then the sender can put in a claim.
