post box emptied by umarked van?

Is it normal for RM to sometimes use generic vans these days? A couple of times I've seen a local red postbox being emptied by a guy in an unmarked white transit style van. I think the van had been delivering parcels as well, so I'd guess it was legit (ie not someone ransacking the postbox).

Maybe its a temporary replacement for some out of service vehicle - is this normal?

This occurred in Somerset.
