Its hilarious that you take seriously the work of a Government Quango such as the Migration Advisory Committee.
It doesn't inspire confidence in the report from the MAC when it uses words like "reckons" or "approximately" .
With regards to fruit picking, if you have a business that pays terrible seasonal wages and you can't get British people to do that job for that reason,oddly you seem to believe that these jobs are good enough for foreigners.
If you want to eat British fruit then you must pay more for it because without slave wages these UK fruit growers don't have a viable business.

Please read the again the statement you have posted as it is obvious that in general a young person arriving in the UK won't have any dependents so would be a net contributor until they had a family then that changes unless they are in a highly paid job.
