Are Tracked 48 Returns scanned as they are out for delivery as well or do they work differently?

The process on how its done was changed a few weeks ago, but it should still get a scan pre-delivery.

I have noticed that since the NWH went online, a lot of items don’t show a scan at the inward MC. In many cases the individual items aren’t scanned there, but the York bar code is scanned which is supposed to, in theory, update the tracking status for all packets in the York. Evidently this isn’t always happening for some reason.
