I have 6 international items to different countries from early-mid December not yet delivered plus Royal Mail reddit https://www.reddit.com/r/royalmail/ has multiple stories of people having mailed International trackable items late Nov/early December that still only have the PO acceptance scan, or in some cases 4 week delay between PO acceptance scan and the first scan at Langley.
I say "outbound" because conversely to the above I've received items from France and Russia postmarked at origin 23.12 and 19.12 respectively which is quite respectable whatever way you look at it.

Royal Mail do produce a list where there are delays and we copy and paste it in
viewtopic.php?f=6&t=103403
Officially there are no delays to Langley, and they don't post any delays within that office. But from what customers like yourself have posted then I suspect there are delays somewhere.

Re: Is Langley struggling outbound?
Large Royal mail customer here.
Langley has MASSIVE backlogs. Items posted after the November strikes are sporadically being sent out. We have tracked and non-tracked items stuck there. Over 200 items of mail destined for one country posted on 25 November were finally sent by HWDC on Thursday 6 January... to the wrong country.
In all, we have over 10,000 items of mail stuck at HWDC.
Mail being sent out now is being dealt with first. Anything sent between 23 November - 31 December may be stuck there for weeks.
