UK Border Force may have seized it as a potential murderous weapon, you can't blame them as they are doing their job to protect the British public from harm so if the package had arms that were considered dangerous you might not see it again.

Apologies and hope this helps.

The Bow is one thing.
The arrows with there sharpened and dangerous tips in another, penetration of flesh by a sharp implement etc.
If UK Border Force consider an item dangerous to the British public that's it, bad for you but better for us.

As a reenactor i have no issues with most of items. My sabre could be classed as a dangerous as it's curved blade and yet as reenactor i do classifieds as person who can buy this for a reenactment and sport as well reason. This is classed as a sport equipment.

UK Border Force have discretion to decide if an item is dangerous or not and have the nation's best interests at heart.
They are above Royal mail.
Appeals may be directed at them.

...arrows are widely sales around UK
That isn't much of a guide to what can be sent in the mail. Some examples:

Christmas Crackers & Party Poppers: widely available and legal to buy from shops in the UK, but completely banned from the mail system in the UK due to the fire risk posed by the gunpowder in them.

Spirits with ABV over 24% (e.g. whisky, gin, vodka): widely available in shops in the UK and legal to buy if you are 18 or over. Banned in the international mail under international law due to the fire risk, if you post from the UK to an address in another country then you are committing a criminal offence. You are allowed to post within the UK under strict conditions, breaking those conditions is also a criminal offence.

Tobacco: not officially banned from the UK mail, but in practice it seems to get seized by customs when coming in from overseas. Probably because, when they used to try to charge the recipient for the excise duty, many refused and it caused all sorts of associated problems.

Going back to arrows, they might be prohibited under the following rule:
Arms and parts of arms, or any component classified as munitions of war; imitations and antiques; paint-ball or toy guns; taser guns; air rifles, air pistols, components of firearms, and all other items similar to or resembling the foregoing.

Even if not banned under the above rule, there are a number of other potential problems:

Failure to complete the customs forms and / or pay the duty could lead to delays at customs;

Inadequate packaging leading to the arrow heads sticking out of the packaging could lead to customs or Royal Mail destroying the package as it is danger to staff and other people's mail;

Real feathers for flights could lead to the package being investigated for CITES violations;

The ban on items made in foreign prisons can be an issue for items made in PR China, particularly if the manufacturer is involved in human rights violations in Uighur areas;

Random selection of items for extra checks by customs happens all the time;

The address label fell off (more common than you would think).
