After expecting my delivery on Monday, I contacted my local delivery office in Sheringham and was told that for some reason it had been forwarded to Hounslow. Been stuck there since Monday.

That's a "Signed for" item, there is no tracking on that service only delivery confirmation with signature. The only scans it will get are on the doorstep, or when collected so not sure why Sherringham told you it was in Jubilee.
As for Jubilee, it does not have a customer-facing service so it's unlikely even if you get a number that anyone will be able to help. Also, Jubilee is a very busy site probably getting millions of individual items per day so it would be impossible to search for an individual item, even if it was a tracked service.
