We had 1 postie do that at my DO he was dismissed for delay of mail of something as the contract with the sender was not completed. He did the same as you for years before he was caught. After all how do you know if its a test letter from your manager or IBS or not.

You may laugh I had a word with the guy that does that on my estate - 37 hours a week Mon Fri with early finish Friday and take home of £250 - I did think about applying myself - drawback - no chance of OT or bonuses and the Union for them is Unison (not sure if that's good or bad) and pay rises decided by central government so less than inflation while Brown is in charge,

Unless there is a physical reason that the recipient cannot sign for the letter (ie. blind or unable to use their hand) then you try to get them signed and if your unable to get it signed for then P739 it and return it to the office.

Good grief, I can't believe half the stuff I'm reading, where do they get these people from? No wonder I get customers coming in complaining to me if we've got people that don't know how to do the job properly working for RM.
So keep on moving, moving, moving your feet
Keep on shuf-shuf-shuffling to this ghost dance beat
Just keep on walking down never ending streets
