I posted a parcel on the 30/11/2016 to china. I got a stamp from the post office which had a qr code and prn number in it.
I am now trying to track the said parcel as i have a receipt but there is no tracking number on it.
The Prn 0212-5D92-010B-23F1
30-11-2016 posting out date

Those QR codes as far as I know can only be tracked in the UK and only on an OBA (On-Line Business Account)
Once they leave the UK only the 13 Digit bar codes ending in GB can be tracked (if its on a tracked service).

The label in your photo is International Standard, which is not a tracked service. Also, you should not have had access to that label to get a photo of it.

just curious, why shouldn't the customer have had access to the label if he/she asked just before the PO staff put it in the bags as long as it
wasn't let out of the staff's sight (to avoid tampering)?

It's entirely against the rules. Those labels are the equivalent of stamps which have been franked, therefore there is a legal commitment to post the item there and then. If Royal Mail find items bearing Post Office labels in normal Post Boxes they are supposed to investigate the item for potential fraud.
I write all of this knowing that it is widely flouted and poorly understood by the people who work for both the PO and RM.

I assumed that he/she took a photo of it at the PO counter immediately prior to the PO staff posting it.
