Item is shown from USPS tracking to be at Heathrow and arrived 17 days ago. I had assumed it was with customs and there will be a delay of some sort.
However, chasing the tracking number up with Parcel Force they said it had not entered their system yet. They said... "Normally, the parcel is submitted to our network and then is presented to customs. If customs deems charges are required, they will inform you via a letter to what the charges are and how to pay."
This suggests that it is not with customs as it is yet to show up on the parcel force network which is the first step? Is this right?
They later go on to say "When a parcel has arrived into our network it is scanned and allocated a new tracking number ending with letters GB and unfortunately there is no record of your parcel having arrived at our International Hub even though USPS tracking indicates item has arrived in the UK.
I would therefore recommend that you inform the sender of your parcel about this delay so that they can raise enquiry directly through USPS."
Do imported items always show up as 'arrived' on the Parcel Force tracking system before entering customs or is it common for this not to happen?

Yes USPS have a unit at Heathrow and they scan items before passing them through Customs. As far as I know they are the only firm that does this.
Royal Mail can't scan items till they are passed on to them, so to answer your question, yes it is a common situation for USPS and RM. Not sure about PF systems though.
