International Shipping - Lithium-ion batteries

Hi.

I ship a lot of mobile phones using Royal Mail tracked and International tracked and signed. I understand the rules regarding what can and cant be sent, labelling, packaging etc - that's not a problem.

Recently in the last month or so every package seems to be stopped at Heathrow (do not fly) and sent to the NRC for inspection. I have declared with the label that it contains a lithium-ion battery .. is that not enough? The packages are eventually cleared for travel and sent to their original destination but are subjected to maybe 7-10 days delay. Is it now the case that despite declaring packages contain lithium-ion batteries they are now all checked?

As I say it only seems to be happening recently. Has something changed at Heathrow/Royal Mail where every item sent Royal Mail tracked is subject to inspection if containing a lithium-ion battery. If so why has that not been communicated?

Please if anyone knows then let me know.

Royal Mail doesn't have any control/say over what gets sent for inspection, it's the CAA who decide.
