Poor industrial relations within Royal Mail

Reading some of the posts on this forum, why is there such poor industrial relations within Royal Mail. This appears to be endemic within the industry and no lasting resolution is ever achieved. I myself believe having Trade Unions in the work place is essential, but why will the Communication Workers Union and Royal Mail not achieve stability. From what i have read bullying by managers is an occupational hazard, unrealistic work loads, and a Health and Safety policy that is laughable.

If this is true then how can the business survive with being at each others throats all the time. It appears the work force are only asking that these recent modernization actions be curtailed as they seem to be the main reason for this unrest. There seems to be to many negative comments for it just to be normal employees blowing off steam.
