RM proposal to prohibit firearms and firearms parts from the

Post by sapper168 »

The Royal Mail is proposing to ban the posting of firearms, including air guns and all component parts of them. This will destroy most shooting sports as they rely on the Royal Mail to deliver parts for the repair of their guns, not only in the UK but also Internationally.
RM claims that this will cause minimal disruption to shooters and the gun trade but they there is no other alternative for the general puplic and the trade to use to post these parts. If these proposals go through then this will result in closures of firms and redundancies.
Most firearms dealers do not use the RM for shipping firearms but totally rely on the RM for posting spare parts. Spare parts do not cause any problems in the postal system so why are they proposing to ban this. :cry

The reason Royal Mail is considering banning these items is that it believes or at least it's legal advice believe that it is technically in breach of or that it cannot reasonable ensure that it isn't in breach of Section 14(1) of the Firearms (Amendment) Act.

”It is an offence for an auctioneer, carrier or warehouseman
(a) to fail to take reasonable precautions for the safe custody of any firearm or
ammunition which, by virtue of section 9(1) of the principal Act, he or any servant
of his has in his possession without holding a certificate; or
(b) to fail to report forthwith to the police the loss or theft of any such firearm or
ammunition.”

As you are probably aware Parcelforce Worldwide, part of Royal Mail Group, provides a dedicated service for Registered Firearms Dealers.

As for spare parts,it would be impossible to distinguish between what constitutes a spare part and what is simply part of a piecemeal shipment of a firearm waiting to be assembled at the other end.

Having read the postal act 2000, it would appear that RM are exempt from the firearms act. They are also imune from prosecution so why are they trying to abide by a law that does not affect them. They were given exemption so that they could carry these items.
As you correctly stated, Parcel Force provides a dedicated service for Registered Firearms Dealers but they do not provide this service to the general puplic.
Having had a good look at the Postal Act 2000 & 2011, I think what RM is proposing is actually illeagal. They may be able to apply for changes to terms and conditions but they and Offcom do not have the power to ban items from the post as it clearly states in the act what is prohibited in the post and firearms and component parts are not listed. I think it would require an act of Parliment to change the law to ban these items.

I actually balme the stupidity of the Royal Mail for not doing their homework and trying to sneak these stupid proposals through on the QT.

The guns and parts that the vast majority of people are sending through the post are legal and they have the right to post them and RM is obliged to carry them.

I am also very concerned that RM has openly admitted in their proposals that their service is unsecure. I think this is something that Offcom should look in to.

Perhaps we should ban Ebay to stop these legal items from ending up in the postal system but just think of the revenue RM would lose.

I do not know any illeagal firearms dealers and if i did i would report them to the Police and hopefully you would do the same.

The RM has the monoply thats why they are obliged to carry these items as well as a lot of other items that carriers will not. If RM do not want to carry these items then i do not have a problem with that as long as they lose the monoply on the mail and they give it to a company that will carry out their responsabilities.
RM has increased the postage prices greatly this year with a view to improving services. They seem to have failed on this already.
