If it's an A4 letter that's classed as a 'Large Letter'.
If you stick a small/normal 1st class on it, it's surmised you want it to go in the 1st class letter stream but there's a possibility that somewhere along the line it'll get intercepted as underpaid for a 1st class large and surcharged.
