I ordered an item from the US (nearly a month ago) to be sent to the UK and it seems to be stuck or lost somewhere. I paid extra for "expedited shipping" so it should have arrived by now. It was collected by USPS and despatched to the UK on the 20th September. The final tracking update was on the 23rd:

Parcelforce just says that it has been "exported" and there have been no further updates on the tracking status. Is it normal for an item to be held for this long? I understand there are staff shortages due to COVID 19 but I have never had to wait this long before.

Yep USPS are one of the few who scan it as they prepare to hand it over, and according to https://parcelsapp.com/en/tracking/CJ469112081US they were the last ones to scan it.
