Thats true but if you look on a map you will see that Derriford has a large and populated catchment area. It has/had a large student population including many foreign students. Chinese and Indian in particular. It is a port city both commercially and naval. This lull before the storm while the aforementioned acute care hospitals can still cope coupled with the fact that it's a teaching hospital and and most of the med students will have been relocated or sent home means the hospital will for the moment appear 'empty'.
None of this takes a serious stretch of the imagination.
What does is that it's part of some giant conspiracy.

I think you are misunderstanding what it means to be a teaching hospital. It is a hospital that also teaches. They don't do lessons there. They work there treating patients alongside other staff. Those people will still be there, working. The place is f***ing massive. They do have CV-19 wards with patients in. If you have cv-19 in and around Plymouth. You are going to Derriford.
