I do wonder if Tracked was ever made available to everyone, what % of mail that gets sent as an SD would get sent as Tracked instead

Tracked is available to everyone.

Tracked is available to everyone.
I don't think the Tracked product is available to anyone or everyone yet. I think you have to have an account with RM. Similarly the LAT product service is only available to existing customers of RM who already send items by Tracked etc.

You can buy tracked postage but it's an online only purchase which then has to be scanned through at a post office

They claim back twice the cost of postage. It's very easy as the phone number and web site are on the receipt that you get at the counter.
