They can't claim it, only the sender who is the actual customer can claim the compensation.

Tracked is available to everyone.
I don't think the Tracked product is available to anyone or everyone yet. I think you have to have an account with RM. Similarly the LAT product service is only available to existing customers of RM who already send items by Tracked etc.
