If the above is correct, then the proof of sending should be all you need to get the refund from eBay, regardless of whether it has arrived or not.
Ebay have a contract with RM for RMT48 (Royal Mail Tracked) it is the same RMT48 that business users can be contracted to. But it does take longer for the second scan to update (perhaps because it is 'posted' at a post office). The next scan usually updates when it gets to the Mail Centre.
eBay have no such contract, sellers on ebay do but eBay doesnt
Ebay have the contract, for their Managed Returns. They have a contract with RM for RMT48 and another contract with Collectplus. Sellers on ebay are a variety of things and yes, quite rightly, they might also have contracts. Don't get confused.
eBay do not use royal mail tracked 48, royal mail tracked 48 is a service used for posting goods out, they do offer a tracked return service but it is not royal mail tracked 48 as again that's a delivery service not a returns service
if you still think it's royal mail tracked 48 they are offering for returns then please post a link to show it
Such a long time coming back I know, but I have been out of the country.
I've got a link for zx135, perhaps with that he will realise the confusion is his/hers and not mine. I have highlighted the relevant word.
Return postage is based on rates negotiated with Collect+, Royal Mail and Parcelforce. These charges may differ from actual rates to post an item and are subject to change.

Royal Mail Tracked Returns 48 Up to 2kg £2.99
Thanks for posting the link, again you are clearly confusing things
you have two different products royal mail offer mixed up,
royal mail tracked 48
and
royal mail tracked returns 48
royal mail tracked 48 is for sending goods out by large volume users, royal mail tracked returns 48 is a mail order return service which is completely different to royal mail tracked 48, the service being used is the returns service which is not royal mail tracked 48
