Reps usually write an election piece prior to the ballot taking place. If they are not doing the job you wish them to do, then I would remind them of their pre election mandate and what they stood for. If they are not working on the members behalf, then why wait until the next election is due. Get them out and elect someone that will stand up and be counted.

Branches can set the time period to 2 years for IR reps. This would need to be voted for at a branch committee meeting/AGM
