Mon 8 am Tues 8.12 Wed 7am thur 7am Fri 7.22 sat 7.32
Wow, we're 7am every day except Tuesday 7.30 varying attendances so finish times vary on different days, weds/thurs being the longest, is your finish time the same every day then with those wildly differing start times.
3pm finish Monday to Friday 2.30pm on a Saturday
So depending which is your day off they've "nicked" 30 mins of your weekly break allowance then, the twats as only weds, thurs, fri is over 7hrs1min attendance.

How the hell can they impliment later start times then when every office is so random?
The same way they do now. Simply add on 3 hours to your starting time.
The RM explanation is up to 3 hours, which could mean anything from 5 mins to 3 hours later start times

The phrase move the delivery operation back by up to 3 hours
That would suit my other half who does collections, as they won't be able to start them later, which firms are going to be open for a collection at 8pm? Also it means delivery won't be taking collection vans for delivery because they will be out on collection. Another point who will be available for the afternoon SAs, because it won't be delivery staff :nana

I hate to be the bearer of bad news but those jobs will more than likely be absorbed by delivery staff.

It's mainly going to depend on how far the DO is away from the MC. The DOs that are nearer the MC can start earlier as they'll get their work in earlier whilst those further away have longer to wait for their work to arrive.

I wonder if RM plan on collections getting done by the MC, if they do I wonder where they plan on getting the staff and vans from. We wouldn't have the room in our yard to park the vans required

Maybe your mail centre will have to do what our DO has been doing for the last 12 years since P&L was introduced and we started using far more vans than could fit in our yard. RM soon found a way around the issue of parking.

RM pays several hundred pounds a year per vehicle (for 20 vans) to park on the local railway station car park. We have to spend 10 minutes to fetch them in the morning, and another 10 taking them back after calling in at the office with our returns. Of course, RM conveniently forgot to include this time when planning our duties.

Even if they can find parking spaces for the vans, we don't have the staff to do collections, without taking loads of staff from DOs. All shifts are already short on staff
