If you have to move them to get the address - you don't - I endorse as Access Blocked by Bin and attempt delivery next day.
Simples.
Although to be fair at the addresses where I know they are aged and they have to get someone to put them out for them I make a special effort and get past if I can , when they are empty. If they are full though no chance.

Also, somethimes its not the household fault where the bin is left. as the the lazy F****** binmen leave them everywhere, but where there suposed to be left!

Generally I try and deliver as most of the time they are not in the way much (on the odd occasion when they are I don't!!) - I usually find the binmen leave bins in a random fashion all over the place and cause me more problems than Joe Public - the same JP that is "ordered" by the council to leave bins tidy, not cluttering the paths etc - hmmm, a fine case of do as we say not as we do......

I doubt it. I think in these circumstances application of common sense would be appropriate, after all it is impossible to list all possible situations and their appropriate solution. At some point each individual has to make an informed choice, just like when we are asked to vote.

This reminded me of the various 'Where's ya bin?' jokes doing the rounds back in the day...
A bin man is on his usual round when he notices a house without a bin outside. He decides to knock on the door to inquire about the bin. An elderly oriental man opens the door and the bin man asks, "where's ya bin?" "I bin Hong Kong" replies the oriental man. "No, where's your bin?" repeats the bin man in a slow explanatory voice. Again the oriental man says, "I bin Hong Kong" Using his hands to make a pushing motion the bin man asks, "where's your wheelie bin?" Now slightly agitated and with a raised voice the oriental man answers, "I WEALLY BIN HONG KONG!"

It's good to get these types of threads, the ridiculous my manager said bollox, so we can reassure ourselves that while the world is falling apart, Royal Mail managers are still being the low-life C***S they have always been.
