If the delivery has been properly risk assessed then clearly HCT is not secure way to deliver to this area. Get the rep to show you risk assesment and I would be surprised if it's been signed off as safe. Refuse to take out this area unless it ok to carry in pouch, your manager could bring out,but these HCT are so easy to break into and now they have done so twice they will continue to do so.
If you are being made to use substandard equipment the blame for any thefts is that of management and not you.
That's not really true if you're aware the equipment is substandard.
It's like jumping into a van you know has bald tires, you have the right to refuse but if you don't it's on you.
i wasn't aware they were substandard, only that they were old and 'supposedly' obsolete. all we were told is that they can be used if the brakes and locks work. we have 4 in the office and they are all MK1s. when the first one was broken into the gaffer said leave that one in the office and use a different one.

the postie who was on this duty for 7 years since the last re-pick was/is the health and safety rep. he used the same high capacity's as i was so i think its a safe bet it was properly risk assessed. i just worked from the office today, and have spoke to the rep who has told me to refuse to use it and i think they are going to scrap them. i still dont think i will use another even if its updated to the MK2. dubious about it now.
As far as I'm aware, 10mins is the maximum time you can leave a hct unattended, while locked to an immovable object. Don't ignore that to make a duty seem achievable, especially on a duty with a history of parcel theft from a hct, without written instruction. Otherwise, it's going to come back on you.
the new trolley is coming tomorrow although i wont be using it til its been risk assessed for the duty, and i am thinking of doing the big block of flats from the office as its only 3 minute walk. but what are the locks on it like? has anyone had a MK2 broken into? . ive been advised not to use until i get it signed of by the gaffers and the union that its safe to do so. i want it in writing as well cos i just know these scumbags will have another go at it.

anyways the new trolley came today and what a beast. totally sheet metal plate all over. 2 good quality locks and ports for padlocks. gaffer told me to pick 2 up from argos, which i did and i think just looking at it would put most thieves off. i'm happy with it to be fair.
