Like it or not, it's going to happen. The work is slowly arriving at MCs later, so processed later and will eventually get sent out to DOs later. I can see it happening anyway as RM would save a load of money from then not having to pay so much in allowances
SP, on what planet do you think posties are going to walk round in the dark at 6/7/8pm in winter, its health and safety nightmare.
What is probably going to happpen is the core getting earlier and running two shifts. one for letters and letterboxable pkts which will probably end up being a walk and 1/2 and a later oversized driving in a van offering. That would fit with super sis wish of using the vans 10 hours a day.

You won't get the letters and letterboxable packets mail into the DO any earlier. It doesn't come into the MCs early enough for that to happen

MC,s have Latest Arrival times for Inward Despatches , i.e The Latest Time Despatches can arrive for processing for Despatching to DO,s for that days deliveries
If despatches are scheduled to arrive into the MC after that time , this wants flagging up to Network
