I was about to suggest that's exactly what this is. Management were pushing hard for everyone to sign-up last summer. Last I heard before they gave up, only a third of the office did so.

14. If the winner:
a) fails to enter the Competition or accept the Prize and/or provide required information
within the timeline set out in paragraph 4; or
b) has a live conduct penalty during the Competition Period,
then the winner shall forfeit their Prize and RMG shall be entitled to award the Prize to an
alternative winner.
15. If the winner is subject to an investigation during the Competition Period, they will not be
eligible to claim their Prize until the case is concluded and will only be eligible if they do not
receive a conduct penalty as a result of any investigation.
