Ofom uses secret shoppers that both send mail and receive it, then log them. They both record ordinary mail and test mail.goneaway wrote: ↑22 Feb 2022, 18:36How do OFCOM actually measure service standards and adherence to the USO (for the purpose of imposing any fines for failure to meet the USO and delivery targets)? Do they to some extent rely on Royal Mail's own figures for partial or full walk failures, or is there some other measure independent of Royal Mail's own beancounters, to avoid any under counting on the part of RM?
And as for the targets for first and second class post arriving within the deadlines for delivery, do they use test items to see how long they take to go through the system, or "mystery shoppers" - memmbers of the public who report how long certain items of post take to arrive?
Royal Mail should not know who these Secret Shoppers are, but experience tells a different story.
Ofcom I guess will use the figures from the secret shoppers to check and analyze Royal mails own figures.
