Not sure why any offices would be "responsible" for delay. Responsibility lies with piss poor management throughout the system but starting from the very top.

RM is rotting thanks to the relentless charge to the bottom - taking on more work while cutting back on resources then endlessly blaming the delivery failures on the delivery staff who are stuck at the bottom of the pile. Add to that an exhausted workforce after nearly two years of relentless pressure and a union that seems just as happy to attack their members as the managers are, and it is surprising things aren't even worse.
Royal Mail
failing the workforce, failing the public and deliberately failing mail on a daily basis for too many years.

Day 3 of Coatbridge’s revision and my office is clear.
Thank you to my team for adapting and working in a different way from which they have done for such a long time. Change isn’t always as simple as it’s made out to be but my team have taken the challenge in their stride and are making great progress to deliver the expected high level of customer service.

Maybe instruct Managers that if a walk doesn't go out on day 1, it goes on day 2 instead of getting the 'easier' one's out all the time.
