If an office is short-staffed for the day and the managers know that they might struggle to deliver the tracked they can always move some of the York's full of tracked items to one side and not have them scanned on that day to say that the office has received them. Use an excuse that the van has broken down.

The Tracked items won't show as "failed" because it shows up on the system that they have not received them

They just have to make sure they put in additional resources the following day to make sure that what is scanned inwards is definitely going to be scanned outwards.
What gets loaded onto a lorry gets logged. Any lorry breakdowns are probably also logged as well.

I believe that it's now also possible to track the lorries as well

I wasn't aware that they could track the lorries? Sometimes we get lorries that arrive late and often there are several Yorks full of Tracked that don't get scanned in until the following day.

The packets that come in these packet shrouds are a real mixed bag as well. We are getting tracked items mixed in with normal and recorded packets and usually there are several Yorks that ain't even for our office but should have sent to another one miles away!! lol
Yes, all 600+ vehicles can be tracked in real time and the data is stored for at least a few weeks after. I can pop on my computer at the mail centre and see where John Doe was driving his 600 this morning. You get a map of the route they took and can see how many minutes they were stopped at certain places.

if its anything like our yard the HGV guy collecting all the empty Yorks would have spent at least an hour rounded them all up

What gets loaded into the delivery office probably gets logged as well. But that does not mean to say that it gets delivered. I have seen full Yorks of mail and parcels pushed to the side and we just put more resources in the following day on IPS or whatever to get it all through.

There were also 3 Yorks of mail that came in today that was designated to another office - and yes, it did say different on the York header card!! lol

I can only assume that they were maybe rushing to get everything out of the door at the mail centre. I wouldn't be in the least bit surprised that mistakes are being made due to staff shortages

Reliance on RM figures = mistaking the map made by bent cartographers for the territory.
It's like that scene in Speed when the highway onramp hasn't been built yet but it's shown completed on the map. Oh, and we're the bus :dance
The machine stops.
