Yes, but nowhere near to the same extent as what would be needed to deliver a reliable supply to major road networks.

Do you mean the golf cart type things? - If so Id imagine not. As they have number plates, therefore the construction and use of road vehicles legislation will apply and you will need to be a licensed driver to be in charge of one on the public highway.

However once fully autonomous self driving EV's are here I would imagine you could yes anyone could.

If/when we get to fully autonomous EVs, there may not be any need for a driver! I won't post any links, just Google 'driverless delivery' if you want to see where they're heading with this.
