The agreement says in the very first paragraph as part of the introduction:
What the CWU and Royal Mail agreed to wrote:1. INTRODUCTION
In order for Royal Mail to thrive as a business and to ensure that it remains able to compete effectively it is recognised that change is going to have to happen at a scale and at a pace never experienced before. Both Royal Mail and CWU are jointly committed to working together to deliver that change by agreement, continuing to protect jobs (in line with our commitments in MTSF) and provide high quality terms and conditions for all employees. Both parties recognise that a fresh start is needed and are committed to moving away from the adversarial relationships that persist in too many parts of the business. This needs to be replaced by respect for different viewpoints and a determination to work together to find common sense solutions that are mutually beneficial. This agreement lays the basis for changing how we work to ensure a successful future for the business, its employees and how the business and CWU will work together.
So once its agreed instead of talking through any problems they say NO.
Sorry for me that agreement as far as possible is now in the bin.

Practically had the same argument today but basically if the mail don't arrive it don't.
Every day this week there has been a "late" arrival of Specials today it was 9.25 with 54 - if this was going to be standard everyone would have gone - it's bad enough with the existing work-plan to get rid.
There has to be a concerted effort by all disciplines if there is to be an early start and somehow I just can't see it.
All this is beside the point, if they push a compromise time through at our place and ignore a national agreement then 2008 will be the longest 12 months in the history of RM because our lot will fight them to a standstill on flexibility if the cheat us out of this.
They will think they are so clever getting away with it.
But...

we voted wed and thursday this week, general consencious on my sector is out of 15, 14 have voted for reverting to 5.30 start on saturday from 6.15,people on leave or sick havent had a chance to vote though, if we are told that majority of our office have voted to keep 6.15 start on a saturday then this vote is more rigged than the kenyan general election
In my office, following the "yes" vote we had a ballot regarding reverting back to the early Saturdays. Out of about 100 less than 10 voted against. The DOM immediately put our start times back to 4.45 f/t, 5.40 p/t. Those who wanted to keep the later start time could continue to start at them, although they still had to do 1 hour IPS or killing off dead letters etc, so they were getting out about 1 hour later than everyone else. The only problem was that we have to wait for the final lorry which is due in at 7.30 (though it's been arriving by 7.00) before we can tie up.
This is how it was meant to be, maybe it's because we have a decent rep and a decent DOM, we must be the only office in the country.
Our area manager has refused to allow us to revert back to our original start times. He says he cannot get the mail ot our office in time, so tough s**t. We are being balloted for strike action. Unfortunatley only 1 other DO in the Glasgow area is being balloted as the rest have agreed not to revert back.
