Yes, it does sound like nightcrawler's office manager is sucking up to the top brass. As far as I'm aware, the return to the Special Delivery Guaranteed time of 1pm (and 9am as well) for the whole country is early September - likely Wednesday, September 1st.

But in regards to customers refusing to sign on a Royal Mail postie's PDA, I've heard of no update on this. But I can't see why it isn't a problem for us posties to continue to do it on behalf of the customers' who refuse, at least until the end of the year or shortly after. Keep signing with "XP1" for those who insist they don't want to sign for the item themselves, but they will need to be informed that Royal Mail will eventually cease this action some time soon.

There are plenty managers out there who have no idea what's been signed off, what the latest business position is or even what the legal position is and that applies to everything not just covid.

They run their offices like little tin pot dictatorships according to their own rules.

It's one of the reasons culture is so bad and the business can't move anything forward. In my experience the staff aren't the dinosaurs in this business, management are.

I can’t speak for every postie in my delivery office, but I’ve been handing parcels over to customers for months. No-one has said anything to me or complained.

How do these idiots think they're going to get away with just Bullshitting their staff? With sites like RMC, and other online sources, it's much easier to find out what the "Official" line is.

However I do acknowledge that some of our colleagues are not the sharpest knives in the draw. The same people have to be repeatedly referrred to the various notice boards around the office everytime they ask a question like, "What time are we starting now we're on the SWW"?
