be a hell of a skills and labour shortage if everyone gets out long before their time.

I don't think they'll ever be a scenario when everyone can retire early – if anything it's going the other way! Which is why personally I think it's important to try and buck the trend and do what you can to be able to go earlier.
In practice everyone will have their own 'right time' to retire, based on their own personal circumstances – finances, health, etc. Plenty of people will semi retire before SPA too.
