Postcomm has today confirmed its decision to reject Royal Mail’s application for zonal pricing.
The regulator has stated that the main reasons for this decision are that it is not satisfied that the change would be introduced in a manner which would avoid unreasonable changes to users, and because it would involve discrimination.
Postcomm plans to publish the full reasons for its decision in January 2008. A copy of the statement issued by Postcomm today is below.
PPA chief executive Ian Locks said: “Publishers will welcome the announcement by Postcomm that it is not accepting Royal Mail’s proposals for zonal pricing. In our many strong submissions to Postcomm PPA has highlighted that Royal Mail’s proposals would have impacted extremely negatively, and in our view unfairly, on publishers.â€

This is great news!
At last one of RMs plans to errode the principles of the USO have been stopped in it's tracks!
It's about time that Postcomm stood up for the Service, instead of erroding it. Thanks Postcomm! Better late than never eh?

Yes, it's miraculous isn't it?
Yes, they did! Unfortunately, they haven't ruled out the possibility of letting RM introduce it, if they can find a more acceptable way of implementing it. But at least it's a start.
