IF EVR is offered as part of the new deal (If voted through ) would it be in Royal mails interest to delay any changes till the evr,s are through the door ,therefore saving on payouts ?

No.
The vast majority of EVRs will be full-time and not affected to the same extent as part-time staff and the cost of keeping surplus staff in the business would be far higher than any pay out.
They're stalling because they're hoping for a sympathetic change in case law either in an RM case or any other similar ET.
Case law does frequently change especially with a reduced threat of ECJ intervention now we've Brexited.

How much do either side think this is going to cost Royal Mail?
Has that cost been factored into the next pay rise of 1%?
If not how are they going to pay it?

It seems to me like RM are placing all their bets on getting let off. Wouldn’t surprise me if there’s some technicality which means they don’t have to pay it and especially don’t have to backpay it. Does seem a bit like putting all your money on red on the roulette wheel though.
On a personal level, I feel the time for bargaining is now, or at least it was during dispute talks. At a risk of repeating myself I realise if RM do have to pay millions out it could have dire consequences. I’d have happily accepted an out of court settlement, part of the owed money with my contract being made to FT. If they are found ‘guilty’ and then come out with a sob story and try to bargain it will be too late IMO. On the other hand if they do get let off I’ll never work a minute of OT for them again. But that’s just my stance.
The day is gonna come when we’re all gonna have to testify.

Apparently, the news about the Government looking at reducing some employment burdens on businesses may affect "Average Pay on Leave", the 48-hour working week limit being repealed seemed the biggest news, but some articles made mention of this subject.
