Lapsing should only be allocated if it has been agreed with your CWU rep as part of a resource meeting. Sickness levels have no bearing and if anything should mean the possible reduction of lapsing as less available hours on sorting etc.
The 'if you have time' argument is fake. If you have time is decided at the resource meeting not on the day by your manager. This can be changed with agreement of the CWU rep if the workload is less than predicted or if additional hours have been put in.
Technically they can send you back out if you finish early but this is a bluff. They can not do so if anyone else has already finished and started OT, they would need to ensure everyone finished at the same time. They would actually have to be there when you finish.
CWU reps rolling over on this issue and leaving individual member to fight it everyday is a failure of the CWU.

That’s not how it works , it’s not your choice . The actual and long standing business position is that you should agree a solution before you leave the office.
As a rep I would never advise members to just bring back mail without first agreeing that position with management. Basically if you don't think you'll have time to do it and you're not prepared to work overtime you shouldn't be taking it with you in the first place.
Just do your duty first, return to the office and then go do the lapsing ..if you can within your time.

To be fair it's not practical to resource lapsing at the end of the shift because a manager would not have a chance to recover the failure if nobody came back early.

The point is they shouldn't be able to introduce lapsing that has not been agreed at the resource meeting. It should be OT.
The Union should, every week, get a report from each office that signs off the following:
1. A resource meeting has been held and resourcing has been agreed.
2. Lapsing is being allocated fairly and according to agreement.
3. There are no current vacancies in the office.
Does the union currently know what the situation is nationally with this? If not why not?
Agreements are nothing without compliance. Compliance doesn't happened if there are no checks and no penalties.
I understand that the Union believe that they are giving us all silk purses but the fear is that when the wrapping comes off we will be looking at the same sows ears.

we will be lapsing a walk on monday that has not gone out for 3 days, we have been told we must leave loops on our own walks to get it done and is agreed with the union
