I don’t understand the difference in various offices. It’s basically open docket in our D.O. Take as much as you like or as little.
Using my highly scientific points system:

Distance of office from area you deliver to, now we are 1 per van. (0 = all duties walkable from the office, 10 = none)
Staff willing to work afternoons/change shift patterns (0 = yes, 10 = no chance)
Number of staff isolating. (0 = none/very few, 10 = lots)
Number of vacancies not filled. (0 = none, 10 = plenty)
How much your office has been squeezed by revisions in the past. (0 = 3.5 hour duties, 10 = 4.5 hours plus)
Management spreading the resources around the whole office? (0 = yes, no = 10).

Award your office a score of 0-10 for each of the above. Many of them will be 50+

Same at our place. I have been going in early (paid of course) & going over by 30mins & am still only taking a couple of rows. The six lots of D2D’s & daily York & a half of parcels has made it simply impossible to compete. Add in the daily customer collections & you start to get the picture. In fairness to my manager he pretty much leaves me to it. As long as all the tracked go he’s happy...

It makes you wonder just how bad the frames in these “problem” hotspots must be looking.
My office isn't listed while we have frames that fail every day, but our current situation is absolutely nothing compared to when we got hit with covid during the first lockdown. I'd imagine the worst hit offices will be like we were back then.

The basics of it was that we were left with less than 1 person per 2 frames for 2-3 weeks. Frames were rammed (we didn't have time to deliver any mail so didn't even bag it up). Mech and other mail came in trays as normal, and was stacked on top of yesterdays still full tray of mech (and so on). After a couple of weeks we had mini skyscrapers of mech all over the place.
Parcels came through and oversized was loaded into yorks for delivery (as normal), and bagged yorks of smaller parcels were gone through. Tracked were sorted into trays and onto the york for delivery, everything else went straight into another bagged york to stay there with the skyscrapers of mail. We couldn't get to our still rammed frames at all at the worst point with the yorks and trays stacked in front of them.

For those 2-3 weeks very little mail was delivered at all and it was a hard a few weeks afterwards before we started to get some floorspace back.

Some of these offices only had enough staff to cover tracked and specials. No letters were delivered on any round for a week.
